Why publish a floor at all?
So nobody spends an evening on a call that was never going to work, on either side.
Fixed price or cost-plus?
Fixed price once drawings are complete. Cost-plus with a guaranteed maximum when you want to start before they are, with open books and every invoice visible.
What is not in the number?
Land, design and engineering fees, permit fees, and anything you choose to buy directly. Each estimate lists them.
